The Government of Mizoram, on April 16, 2026, issued the Draft Mizoram Code on Wages Rules, 2026.
The following has been stated:
The Government of Mizoram has notified the implementation of the provisions of the Code on Wages, 2019 across the state. The Rules establish a comprehensive framework for fixation and revision of minimum wages, payment of wages, constitution and functioning of the State Advisory Board, handling of wage-related claims and appeals, and enforcement mechanisms. For determining minimum wages, the Rules prescribe specific criteria based on the needs of a standard working-class family, including food consumption, clothing, housing, fuel, education, healthcare, recreation, and contingency expenses. Occupations are categorized into unskilled, semi-skilled, skilled, and highly skilled classes, with a State Level Committee tasked with advising the government on skill classification and wage fixation.
The Rules also define normal working hours, weekly rest days, overtime provisions, wage periods, and conditions relating to night shifts and special categories of employees. Detailed procedures have been laid down regarding deductions from wages, recovery of advances and loans, imposition of fines, and compensation for damage or loss. Additionally, employers are required to maintain prescribed registers, issue wage slips, and comply with reporting requirements under the Code.
To facilitate effective implementation, the Rules provide for the constitution and functioning of the State Advisory Board, including its composition, meetings, quorum requirements, voting procedures, and tenure of members. They further prescribe procedures for filing claims and appeals, conducting inquiries into wage-related offences, compounding of offences, and management of unpaid or undisbursed wages. The Rules also clarify the responsibilities of contractors and principal employers with respect to timely payment of wages and minimum bonus to contract workers. Overall, the notification creates the procedural and administrative framework necessary for enforcement of wage-related rights and obligations under the Code on Wages, 2019 in Mizoram.
